Rafael Soto

Vice President for Hispanic Ministries

Pastor Rafael Soto accepted the call to serve as Director of Hispanic Ministries in June 2021. By the grace of God, he was promoted to Vice President of Hispanic Ministries in April 2024. Previously, he served as the senior pastor of the Richmond Evangelistic Center (VA) for more than five years. He focused on missionary work to reach the community and to include second- and third-generation Hispanics in the churches.

Between 2011 and 2016, Soto had the opportunity to serve in the Cincinnati, Ohio, district within the Allegheny West Conference. Together with church members, he planted five churches and baptized more than 500 people for Christ.

Soto graduated from Universidad Adventista del Plata in Argentina with a Bachelor’s degree in Theology and completed his Master’s degree in Pastoral Ministry at Andrews University (Michigan).

Pastor Soto’s vision for Hispanic Ministries is to extend the Kingdom of God throughout the territory of the Potomac Conference, reaching all generations with the message of salvation and eternal life.

Pastor Soto has been married to Laura Rosenzweig since 2002, and together they are blessed to have a daughter named Florencia.

Gerson Bonilla

Pastor Gerson Bonilla has served in the Potomac Conference as a district pastor since 2016 and has recently joined the ministerial team as Associate to the Vice President of Hispanic Ministries.

In his new role, he is responsible for the areas of discipleship and education, with a focus on integrating new generations into local leadership.

Gerson emigrated to the United States as a teenager and settled in Silver Spring, MD, making the Potomac territory his home. Since then, he has been involved in youth ministries at both the local and regional levels. In 2015, he graduated with a Bachelor’s degree in Theology from Universidad de las Antillas, and in 2022, he earned his Master of Divinity from Andrews University.

He is married to Kelly Jovel, and their shared passion is spending time as a family and serving together in ministry.

Vicky M. Fuentes joined the Potomac Conference Corporation in March 2016 after graduating with a Bachelor’s degree in Elementary Education from Universidad Adventista de las Antillas in Mayagüez, Puerto Rico. She is the mother of a beautiful daughter, Neris A. Amaya-Fuentes, and she loves serving the churches.
